Why Cross Border Payments Were Never Just a Technology Problem

If you send a text message to someone on the other side of the planet, it arrives in milliseconds for free. If you buy something online locally using instant domestic rails like India’s UPI, Brazil’s Pix, or Singapore’s PayNow, money leaves your bank account and hits the merchant’s account instantly.

Yet, sending $200 from a worker in New York to their family in Jakarta can still take three days and cost $12 in fees.

For years, the financial technology sector insisted this friction was a technology issue—claiming we needed faster databases, blockchain ledgers, or new digital tokens. But the reality is far simpler: The core friction in moving money across borders was never a technology problem. It has always been a policy, access, and governance problem.

1. The Technology Has Been Ready for Decades

The basic software logic required to move money internationally is trivial. Moving $100 across a border is just changing numbers in two databases: subtracting $100 from Account A in Country X and adding $100 to Account B in Country Y.

We have had the database architecture and secure network protocols to execute this in real time since the mid-1990s. The reason it didn't happen wasn't because servers were too slow; it was because the legal and regulatory rules governing those databases stopped them from talking to each other.

2. The Access Gatekeepers (Who Gets to Play?)

In almost every country, central banks strictly limit who can hold a direct settlement account. Historically, only a select group of licensed domestic commercial banks were granted access to domestic clearing networks.

This created two major policy bottlenecks:

Protectionism: Foreign financial institutions and independent fintech companies were legally barred from holding direct accounts in local payment systems, forcing them to rely on expensive legacy "correspondent banks."

Monopoly Pricing: Because only a few global mega-banks had the legal license to handle international clearing, they operated as gatekeepers, charging high foreign exchange markups and processing fees simply because they held the regulatory keys.

3. The 24/7 Policy Gap

Domestic banking systems were traditionally governed by operating hours designed in the paper era.

A bank in Frankfurt might be open, but if the central bank’s settlement system closed at 5:00 PM or shut down over the weekend, cross-border trades paused.

To cover the risk of holding trades over a weekend or overnight, banks charged higher fees to offset "settlement risk."

The technology to run servers 24/7/365 existed, but central bank policies and labor regulations didn't require banking operations to run around the clock.

4. Fragmented Governance: Rules, Compliance, and Identity

Every sovereign nation has different laws regarding Anti Money Laundering (AML), capital controls, and tax reporting.

When money moves domestically, a single legal framework applies.

When money moves internationally, two or three different legal regimes clash.

Because one country’s compliance rule might flag a name that another country’s rule approves, payments are frequently held up for manual human review. This isn't a software bug—it is the result of nations refusing to align their legal standards.

The Proof: Project Nexus

The clearest proof that the problem is “policy driven not technical" is the recent work by the Bank for International Settlements (BIS) on Project Nexus.

Project Nexus proved that domestic instant payment systems (like UPI, PayNow, and Pix) can easily talk to each other using basic, existing software APIs. The hardest part of the project wasn't writing the code; it was getting central banks and regulators to agree on a single legal framework, standardized compliance rules, and opening up clearing access to non-bank entities.

Once regulators changed the rules to allow direct connectivity, cross-border payments instantly became cheap and settled in under 60 seconds.
